Rights of Co-Owners in a property Jointly Owned by 2 Brothers

Dear Sir / Madam, Two brothers jointly own a property in Bangalore and a house was constructed on the property (entire property is owned in both the names - Gift deed from parents), where Ground floor is complete parking, a house on 1st floor (Younger brother) and another house on 2nd floor (Elder brother). My brother is not staying in the house since 2017 and has given 1st floor for rent without my consultation beginning May 2017. I am sick and tired of being on the 2nd floor and want to move to 1st floor, but he is not allowing this to happen. Below are my clarifications: a) Can he give 1st floor for rent without my permission? b) What are rights and responsibilities of both the co-owners in such a property? c) There are currently tenants in the house. As a co-owner, do I have the right to vacate the tenants with or without informing him? d) Can I move into the 1st floor without his permission? e) If I do not have the legal right to move to 1st floor, I plan to install a lift from Ground floor to either 2nd floor or terrace (3rd floor). Does this require his permission / investment, as balcony of 1st and 2nd floors should be cut to install the lift for movement? f) Any other advice / caution / points or precautionary measures that I have to be aware of.
