Right of deemed member defined in By-Law

Our society Bylaw defines 'Member' as the one who owns the flat and 'Deemed Member' deemed member of the Association in place of the Owner who is also a close family member of the Owner and a resident and authorised by the Owner to be so. Thus 'Member' and 'Deemed Member' have been separately defined in the Definition clause of the Bylaw. In the clause related to formation of Management Committee of the Association, the Bylaw says " Management Committee of the Association is to be selected from the 'Members' of the Association. Whether the 'Deemed Member' is eligible to become the member in the Management Committee?
