Delay in possession of flats of redevelopment project

My property is in a stalled redevelopment project located at dadar, mumbai since 2009. Project is of 22 floors out of which 9 floors are built and rest is incomplete. As of 2021 no construction work is going on. Builders isn't paying rents since 2014. Tenants have filed writ petition in Bombay High Court in 2018, but no hearing has happened yet. Builder has taken loans from several banks and not re-payed, so banks have sealed his properties. He has several cases filed against him from home buyers and tenants. Those who even won the case have got nothing yet. The builder has openly said that he's not interested in finishing the project. I want a solution to this. A bank has shown its interest to buy tenancy rights from tenants, so can I sell my property to the bank ? Can I sell my property to builder and make a settlement ?
