Reagarding disparity in appointment

Sir I was shortlisted for the post of Assistant Section officer (ASO) which is Group B post in Government Organization. In March, my medical was done but till now I haven't received my appointment letter though everyone received in August. I came to know that in my medical certificate Doctor has written that “Peripheral Chorioretinal degeneration present. He has further written that disease is not commentable regarding progression at the time of examination. Hence allowing joining for the said post is to be decided by the appointing authorities. However in present condition subject is fit for Assistant Section Officer post as non technical Non Gazetted post.” This post is even suitable for the person with vision ph category which mean even a blind person is eligible for it. Sir my vision is not that much low that I fall in PH category. My number is stable from last 2-3 years and the same I conveyed to the authorities and even asked that they can reexamine me regarding progression. But they are not listening to it but straight away planning to reject me on the basis of single observation by the Doctor as I came to know from internal sources. So sir I want to know 1. What legal option is available for me in case they reject? 2. Can I directly approach the Supreme Court for violation of my Fundamental Right i.e. Right to Employment? 3. Where Can I get clarification as for which Government post I am suitable if they even reject me for the non technical post as I also don’t fall in Ph category?
