Migration certificate regarding OBC

Dear Sir, I was born (1975), brought up in VISAKHAPATNAM. My father moved from Yelamanchili, VSKP DIST. to work in VISAKHAPATNAM NAVAL DOCK YARD in the year 1970. I had OBC certificate issued by MRO, VISAKHAPATNAM (1999). Now I applied for my daughter OBC certificate in VISAKHAPATNAM. I submitted all proofs of my daughter (birth certificate (Kakinada), aadhar card with VISAKHAPATNAM address , School Transfer certificate) +(myself & my father's OBC certificate (2004) which is issued in MRO- VISAKHAPATNAM & wife's OBC certificate which is issued in Rajahmundry), The application was rejected. Now, MRO people are asking that I have to submit Migration certificate received from Yelamanchili village. 1) Is migration certificate necessary even though we shifted from my native 48 yrs ago? 2)Is caste is mentioned in migration certificate? 3)who will issue migration certificate? 4)Is there any other certificate required to be brought from previous place of stay, to get OBC certificate in present place? Kindly suggest. Thanks in advance.
