Sale deed without completion certificate for 1 BHK flat in grampanchayat region (Pune district)

I had purchased a property in "Varale" grampanchayat in Pune district near Talegaon Dabhade back in 2013. I sold out that flat to a local resident who took the loan for this property from the same bank from where i have taken the home loan. Bank issued 2 demand draft, one for loan amount closure, another for the difference amount. Agreement to sale was done and bank disbursed loan to my purchaser. Our's is a standalone building of 11 flats only and builder is a bastard who didn't issue completion certificate to us till date. So when we went to carry out sale deed, the registrar refused because of unavailability of the completion certificate. I tried at 3 different registrar offices in Maval region but same response received from all. Builder is still not co-operating in getting the CC. The problem is that without sale deed being submitted to the bank, bank will not issue the difference amount DD to me and i will have to wait for it for an indefinite time. The flat location comes under PMRDA who has very strict norms for getting CC and that is not possible without builder's intervention. Its already an year that the purchaser has taken the possession of the property and living in there. What can I do now? can i still carry out the sale deed? will i get my money fromthe bank ever?
