Misconduct of the tenant - MR. Ankit Arora

My parents reside in a house in Dwarka. As per the law the default of payment for consecutive 3 months is illegal and eligible for eviction. Due to the lockdown the tenant was given the benefit of doubt and my father didn't ask for rent from the tenant. However, it has been observed that the tenant doesn't have any financial problems as he orders food from various outlets everyday, can afford domestic help, invites his friends over and has serious alcohol issues, even during the pandemic crisis. We have noticed several girls visiting his flat every now and then. Due to the CoronaVirus , our family tries to ensure every possible precaution is taken into consideration, however, inviting outsiders everyday is a threat, considering my aged parents stay in the ground floor. This is a complaint against a tenant Mr. Ankit Arora, staying on the second floor of the same flat as mentioned above. 2 months ago, the person with whom my father has signed the rent agreement i.e. Mr. Ankit Arora, further gave the possession of the property to another person, without my father's knowledge or consent, and these people stayed in the flat for more than 1 month. On requesting for their adhaar card or any other ID proof, the occupants disappeared the next night and the tenant came back. We understand that it is very important not to ignore any kind of violation of the rent agreement and have sent a warning to the tenant at the right time. But being old and vulnerable, they are unable to confront the tenant who refuses to pay the rent. Throughout the lockdown period he used to leave the premises at 1 a.m, and would come back at 4.30 a.m. and often create a scene every night after getting drunk, which the neighbors have noticed too. We tried to inform the police several times, but were requested to lodge a written complaint at the Police station. We have registered police complaint. The tenant misbehaved with the police as well. We were asked to give him a notice to vacate and lodge an FIR. We have done that. Apart from all the problems of his misconduct the tenant has not been paying rent even after constant reminders. The tenant keeps all his electrical appliances running all day and the electricity bill is huge as well. Even if he vacates on immediate notice, it will be a financial loss due to the unpaid amount.
