Salary and attendance during COVID 19 Nationwide Lockdown

I am a junior doctor in my 2nd year of post graduation residency in Lucknow. In January 2020 I was diagnosed with bone and joint tuberculosis and went on medical leave and came to live with my husband in Kolkata. I was supposed to join the institute in the last week of March 2020 but due to lockdown from 25th March, I was not able to do so as I was stuck in Kolkata. But the HOD didn't give me attendance of the lockdown period and even didn't give me salary for the same. In fact she said that I have to do two months extension to compensate for the lockdown period. How could have I come to Lucknow when interstate flights were suspended coz of prime minister's order.?????? I had even informed her on telephone and also by asking my batchmates to submit applications on my behalf. Still she is counting the lockdown period as my absence and is not giving me salary for the same and asking me to compensate for the lockdown as extension of the course. I am really unaware of the rules of MCI..Please help me. How could have I done interstate travel during lockdown.????
