Notice to appear before a police officer u/s 149

A complaint has been submitted against me regarding blocking of an access road to another property. The alleged road runs along the edge of my property and is fully within my property boundary. The "road" is not demarcated in any government land surveys. Right now the owner of an adjacent plot is using this "road" to move heavy machinery and loaded trucks due to some ongoing construction activities in his property. I have attempted to block this movement of trucks by dumping a truckload of debris on this "road", which I remind you is fully within my property. After the other plot owner made a complaint to the police regarding this, I have been issued a notice to appear before the P.I under section 149. I have never entered the complaintent property and neither have I attempted to stop the ongoing nor have I threatened them in any way (in fact I have not even talked to him). To add to this the police have asked to bring along the property papers (as far as I know the police do not have the jurisdiction to check and make decisions based on reviewing the documents). Also to add, they have given me less than even 24 hours to respond. 1. Can the police legally summon me u/s 149, when this is a purely civil issue? 2. What can be my next steps?
