Apartment Welfare Society charging penalty for water uses

Hi Sir, I have sent following email to Apartment Welfare Association but president said team has rejected my request and asking for penalty, "As per notice board application referred to me, I would like to inform that I didn't received any official notice from any Apartment Welfare Association team about the penalty which is mentioned in application and published now. I totally disagree with the decision which has been taken now. If Apartment Welfare Association team could have published this notification to me in 1st month when it is raised by the residents, I could have fixed this issue very next day to avoid the penalty even though this issue has been created by the builder. There should be notification issued and send by team or supervisor to flat nos in-person and signed by flat owners with deadline to fix and penalty I request you to please remove the notification which is written to me and published on notice board with immediate effect. " I have fixed my STP connection issue on 9th Oct, and sent email confirmation to Apartment Welfare Association team and builder on same day. In my all three bathroom only one bathroom connected with STP water and another two bathroom not connected by Builder since hand over. Apartment Welfare Association created on 1st May 2018. On 13th May I sent another email to Apartment Welfare Association team: "I have not received any response on my last email sent to Apartment Welfare Association team On Sun, Feb 2, 2020 at 11:56 PM, I can still see the notification on noticeboard which is not acceptable, I am going to send legal notice for humiliation i faced so far to Apartment Welfare Association team team if it is not removed before Sat,16th May from notice board. Lets fight in court if interested." Please advise if my move is correct and valid,
