Consent decree of a property to be registered in how much time in the sub registrars office.

A consent decree was passed by Hon. High court in september 1987 and ordered as a conveyance decree. The consent decree was attached with a Non stamp paper agreement of sale of a property.and without any rubber stamps of the Hon. High Court on all pages of the decree and agreement except a Prothonotory signature on the last page.The agreement of sale submitted to the Sub registrars office does not bear the signatures of the seller and the buyer. The buyer has submitted the consent decree with the non signed agreement copy to the Sub registrars office in feb 2000 after nearly 28 months after receiving the decree for transfer of titles in the buyers names. The registrar till date has not mutated the entry till date under 1908 of registration act. para 23. 70 percent stamp duty is paid in 2000 and balance in 2005. Is the sale agreement and consent decree of the property registration done after limitation period of 4 months. A further four months is grace period........ section 1908.. Will the property titles be transferred in buyers name and what course of action to take or legal remedy available? will request opinions. Thanks.
