Removing soil to reclaim agricultural land

Dear all, I am a farmer by profession and owns a agricultural land in my village in Delhi. My agricultural land is surrounded by agricultural lands on all sides which have a lower elevation/level(about 1-1/2 Metres down). Due to this soil erosion and drainage has became a continuous and endless problem which is horrifying in monsoon season making a permanent threat to my land. In this situation cultivation is very difficult and near to impossible and cracks have developed on all sides. Arguments with neighboring land owner takes place every day. Actually the adjoining lands were mined and my family was not in favour of mining at that time but now the situation have become worse and have effected our livelihood because all the fertile soil, seeds, water, manures gets drained out on all sides. Now until unless the level of my land will gets down to the level of the adjoining lands, this problem will not be solved and for this I have to remove the sand. For removing the sand I approached the revenue deptt. but they treated me like I am an offender and want to mine this land which is unfair to me because I am a victim. The neighbors have made me helpless and the deptt. is not looking at my serious problem. I have heard that Under DLR act under improvement section, a farmer can do/operate any kind of activities to make the land fit for cultivation. What are the legal options I have here legally. Please help.
