Tamilnadu apartment owners Association 1994 and Tamilnadu Registration of societies act 1975

Ours is an Association of owners of 370 flats and 43 villas in Coimbatore .The Association is registered under TN Registration of Societies Act1975. To a query to the District Registrar whether Tamilnadu Apartment owners Act 1994 is applicable to our Association Dt.Registrar has replied under RTI that they do not have any guidelines so far implying an answer neither YES nor NO.However several case laws affirm the applicability of the apartment owners Act to the Flat owners Association Registered under the Societies Act 1975. Please let me know the applicability of the Act when we meet all the definitions and number of flats as per the Act. Our bye-laws permit a non-Registered member to become office bearers and decide the privileges and rights of Registered members which is at odds with common sense. The District Register refrains from giving any opinion on this absurdity. All the Presidents in the last three years are not real members. Taking advantage of the poor attendance in the GB always, non-stake holders grab the posts. Please let me know whether the TN apartment owners Act permits non-members assuming the office of Secretary/President /governing council members ? Is there any legal provision to fight this menace out?
