Land RoR regularisation - Govt gave Vesting Right but not Settling the RoR permanently

Sir, I seek your kind help in elaborating on the information related to Entitlement of Record Of Rights / Land Title rights in the light of - - Dagadabai vis-a-vis Addas case in the Supreme Court bench of Just. RK Aggarwal and AM Sapre -Limitation Act 1963 -12 Year Rule and 30 Year Rule -Adverse Possession . Also,Would you please clarify if the claim for Record for Rights is admissible OR not in the light of the following facts - The ExPropreitor of Sukinda in Jajpur Road, Orissa had entrusted his land to my Maternal grandfather, so as to guard and look after the land and subsequently, the ExPropreitor accepted my Grandfather as tenant for Land Tax payment purposes PRIOR to the land being vested to the State Government in 1952-53. The land was being used for agriculture activities by my Grandfather and the State Government , in 1985, accepted him as the RAIYAT based on the Land Settlement done by the - Tehsildar, Sukinda and the Collector under the Orissa Estate Abolition Act basing on the Ground inspection Report of the Revenue Inspector and accordingly the Land Revenue stipulation was levied on my Grandfather from the back date of 1952-1953 to 1985 . Accordingly , as per Government directive, the Land Revenue payments were made by my grandfather for all the years from 1952 to 1985. The land was settled by the above mentioned authorities viz the Tehsildar and Collector and a Schedule was created under - Khata no 52, Plot 404, Area of Ac 1.33 for which Land Revenue have been paid until 1997 . Further , the land was vested in the name of my grandfather under a Vesting Miscellaneous case No.585/83 which was recorded in Government books. Subsequently, The State Government represented by the Collector as Member of Board of Revenue , in 2008 , had invited objections and documents from my Grandfather so as to settle the land holding . But untill to this day , the Board of Revenue had not ruled any concrete decision on the matter and as a result of which ,we are all suffering for the last 34 years since 1985 as we are living in Suspended Animation . My mother who has been taking care of and maintaining my grandfather (her father)and his unmarried daughter (my aunt) since 1995 and until my grandfathers death in 2017, is finding it difficult to live with the burden of Governments Apathy and Indecision to this day. Keeping in view ,the above mentioned facts , please help us to know our position with respect to the land in Question, Please help me know if my Late grandfather was entitled to the Land ROR or not
