Passport verification issue

Hi, I have an issue with my passport verification. I applied for a tatkal passport in Nagpur and mistakenly given my parmanent and present as permanent address. However, when i went to police station for verification, i told them that my present address address is different from my parmanent address, so I then got Adverse report from police for suppressing present. Few days later I received a Show cause notice from Regional Passport Office (RPO) stating to provide reason for suppressing information, I went to office and provided the details and paid penalty of Rs 5000. They then sent police verification to my present address in Pune, but the big problem is that, I don't have Rent Agreement from my owner so I have nothing to show for police verification. I also went to my designated police station with Notarized information on Rs 100 stamp paper of my present address proof, but they rejected. Also I approached to my flat owner explaining this situation, but he didn't helped me to sort this issue and after few days he asked all the roomates to leave the flat due to this situation because he doesn't want to interfere in this matter. Basically Rent Agreement was already done for 6 person in 3bhk flat and I was extra 7th person who was leaving in the same flat. To make you things clear, I was leaving in this flat from August 2017 to Feb 2018. After that I am now currently leaving in different address flat, but my new owner leaving in US so there is no Rent agreement till now registered on my name. Now I got second Show cause notice from RPO as my present address verification still not done and pending. I have already paid a penalty of Rs 5000 to RPO in my 1st show cause notice. Now I am not sure what will happen from here and I am worried and afraid. Don't know how to sort this issue. I request your attention into this matter and show me a correct direction to resolve this. I was not aware of such thing I have to face if I don't have Rent Agreement. Thanks for your attention and patience into this matter. Akashkumar Patel
