What is the Fine amount for not restoring the lost & found Mobile until it is tracked & recovered ?

A lost & found Mobile issue . The owner filed an FIR with Railway Police ( RP) when the Mobile slipped from pocket on a road . Found by an auto passenger on the road , he carried it home safely and protected the mobile drenched in rain water and mud on the road. Mobile remained in the finder's house for 10 days but no calls or use made of it. Meanwhile, RP registered the FIR with Court and pressed in service , the tracking tech . The Mobile was safely handed over to police . The finder gave statement to RP as to how , the lost mobile was found and protected at home. Now, the RP made a charge sheet against the finder for not having handed it to any Police till 10-12 days in spite of getting back the protected mobile . 1. Whether the said FIR becomes questionable practice since found on a road in rain but not lost in the theft on the railway platform? 2. The finder, on being produced in Railway Court, a fine will be imposed or what punitive action likely to be taken? 3. In keeping the found mobile at home and cleaning it from mud and rain water , what is the value obtainable ? 4. Removing the sim tray of the lost mobile to clean from dirt and dry it , inserting another sim to see if it is not junk thrown away into rain on road , what punishment is prescribed ? 5. CCTV cameras on the road or on the railway platform may prove the FIR as a misleading one ?
