Old cement bags supplied

Dear Sir/Madam, In the month of March i placed order of 1300 bags from a local supplier, who is supplying other construction materials to me. Since he offered at very good rates, thought to go with him. He said, he will book non trade cement bags for me which comes relatevely cheaper than trade cement. But only problem was he can't give bill on my name. Thats was my mistake, since there was good margin difference, i thought let it be. I got initial supply of 500 bags and got bill on some others name, not on my name. After using around 200+ bags we noticed supplied bags are very old, its 10 month old bags. Ideally no one should use more than 3 month old bags. But i used 10 month old bags. That too i used expired bags for foundation work. That was my worry. I contacted ACC area manager, informed everythign to him, i have his WhatsApp and mail communication. He said it was mistake from local warehouse and said he will do the needfull. But till now i didn't get any response from him. Contacted his superior, he said since they have not supplied materials directly to me, they can't do anything. and have to resolve matter with my supplier and local dealer. ACC CNF agents also visited my site, and they accepted there was mistake from their side. I had paid whole 1300 bags amount through cheques to supplier. One good thing is that I got trade cement insead of non trade cement. Except bill i have everything in place. i am bit worried what should i do. i still have 200+ bags with me. There are other construction work going on in my area, they had also used expired cement bags. I am thinking to go with consumer forum but worried about not having proper bills with me. Requesting you to please provide guidance, how should i proceed further and get it resolved. My Thank you, Vipin
