My ex wife wants to change the surname of my daughter

My daughter was born in 2005 and I and her mother got divorced in 2010, now my ex-wife wants to change my daughter's surname to her surname. She is doing it by using a bonafide certificate from school, can she do this without my consent. I don't want my daughter's surname to be changed in any legal way, I am willing to take all her financial responsibilities but she isn't allowing me to do it as well. She doesn't allow me to meet my daughter more than once in a month as in our divorce papers we had mentioned that my daughter will stay with her and I can meet my daughter with her permission, but now she is using that clause against me. I am not allowed to visit my daughter or let her stay with me for a longer time thou my daughter loves too. What can I do so that my name stays with my daughter and I am able to meet and stay with my daughter more often. I don't want to do things in harsher ways as my daughter is in 9th now and don't want to pressurize her with all these things, but by not doing so I am being the victim.
