Dispute for transfer of property

Hello, My father passed away recently. My brother and his family lives in the flat of owned by my father in Mumbai. I live in UK. Due to some family dispute, my brother is not willing to transfer the flat to according to the nomination form submitted to the society. My brother was responsible to pay maintenance dues to the society but he failed to pay the dues for past 6 months because of the dispute. It was my father's wish that the shares of the property should be transferred to me as the 1st nominee. My father has left a Will which states that we are equal heirs in the property. I am assuming that my brother doesn't want me to have my share in the property. Since my brother hasn't paid the maintenance dues (while my father was alive), the secretary is not willing to transfer the flat to the nominees. what are my options? Can the society send an eviction notice to my brother on my behalf since he hasn't paid the dues? What complications can be faced by the executors of the Will?
