Adopted Son selling property but PAN and aadhar name has biological father

In 1970s some land was divided among my 2 paternal uncle and father and other members of family including their sons. As my 2nd paternal uncle didnt had any son at that time, one of the son of my first uncle was adopted by second uncle. This division was done through a court decree adn family settlement. Thus conclusion is that there was no adoption deed but the division decree states that he has received the property as adopted son. In all land record for relevant portion of the land the name of the adopted child with his adopted father name was entered. Most of the land was sold till 90s with the father name as adp[ted tather. Please note that in 90s PAN card and aadhar card was not there and no issue was there. The adopted son continued using his biological father name in all documents, including 10th marksheet, PAN card, Aadhar and all other relevant document. Now to sell the balance portion of the land left with adopted child the registrar insists on id proof. The id proof has biological father name. He says this is incorrect. Neither do we possess any adoption deed. We do not want to highlight the issue as people might challenge our division of land in 1970s. My question 1. In aadhar , PAN and voter card is it mandatory to use bioglogiclal father name or adopted father name. 2. How to sort out the issue your views.
