GDA Mutation-power of attorney case, property sold, mutation need for Loan

Suppose, Govt Development Authority (GDA) allotted a property to Mr. A. in year 1980 (say )and in the sold this property to Mr. B in year 1983-84. Mr. B did not go for registry to save some money but he had a power of attorney which is written in year 1983-84. Then in year 1999, Mr.B sold this property to Mr C and Mr. B did registry to Mr. C on behalf of Mr. A from GDA using some affidavit with duly sign by Mr. A. Now in 2019, Mr C needs some loan for home renovation. and goes to Govt Nationalized Bank (GNB). GNB demanded Property Mutation papers after verified all property papers including chain documents. But Mr C has not. Then Mr. C go to GDA to preparation of mutation papers, GDA ask IDs or Adhaar of all 3, Mr A, Mr B and Mr C. But unfortunately after a good struggle, C did not find and get any paper of Mr A but he has all available papers of Mr B and Mr C (himself). Even C does not know whether Mr A is alive or not. He told all story to GDA, but GDA is again asking incomplete papers. C does not have any information (Photo/ID/Adhar/contact info) about Mr.A. I am Mr. C. I there any chance to completed papers for mutation??? any kind of help will be acceptable. Regards
