Non refund of security deposit by landlord

Me and my husband were living in a rented apartment in Mapusa, Goa from 15th. June, 2018 with an agreement of Lease and License for 11 months which expires on 14th. May, 2019. Unfortunately my husband, aged 32 years expired in the apartment with a massive cardiac arrest. We informed the landlord of my misfortune and said that I cannot live alone in the apartment and want to vacate it. He came from Mumbai and inspected the apartment and found it in good condition with normal wear and tear. In spite of that he refused to return the 3 months rent for security deposit amounting to Rs. 48, 000. He said that we didn't give them any notice. As my husband was the signatory of the agreement, the landlord said he would only refund the deposit to the signatory. We lodged a Police complaint as he went away to Mumbai without informing or paying our money. Moreover he forcefully dumped a steel cupboard on the street and damaged it. Whom can we turn to at this hour of grief and huge personal loss in order to recover our security deposit and the compensation for damaging the cupboard? The police said they can't do anything as this is a civil matter. Is this a fit enough case for consumer forum?
