Is GPA holder the legal owner of the property

Me and my wife had made my Father as our GPA holder to register our apartment in our absence as we were abroad at that time. Now I wanted to change the Khata from the builders name to our name. For this we approached the panchayat office and we were told that since my father had done the registration on our behalf as the GPA holder, the Khata can be transferred to him only. If we wanted to transfer it to our name, they asked us to do a re registration at Hoskote SRO of our apartment to our name. And then only can the Khata be transferred to our name. My questions are as below: 1. Who is the registered owner of the apartment - we or my father? In the sale deed it is clearly mentioned that the registration is done by my father who is the GPA holder on behalf of me and my wife. 2. What is the procedure to change the khata from the builder to me and my wife’s name without going for any re registration? 3. Since my father is the GPA holder who had registered the apartment, is his presence or consent necessary for us to sell the property to anyone else? Please reply to my query Thank You
