Stamp duty paid under amnesty scheme '94, but not registered, need to pay duty again?

I purchased flat in 1991, and paid stamp duty in 1994 - Amnesty Scheme(Maharashtra). But, I did not register the flat. FLAT OWNERS - 1st OWNER - SELF, JOINT OWNER - MY WIFE. 1) Do i have to pay stamp duty again to register the flat at current valuation or is there any easy way I can only register the flat as stamp duty already paid. (Original Owner not traceable). 2) Our society is processing deemed conveyance, so do i need to register the "sale deed agreement on which i paid Stamp Duty in Amnesty 1994.", or sale deed is enough for processing deemed conveyance, if so under which sections, kindly elaborate? 3) If i gift deed to my son, 50% (my part) and register under gift deed, will the total property be considered as registered or only 50% will be considered as registered? Is gift deed 3% of property valuation? 4) Society is pressuring me to re-pay stamp duty and register, for sole reason of deemed conveyance smooth processing, asking to at least process GIFT DEED of 50% as in Point No. 3. Or otherwise, they say, we will pay the stamp duty and recover from you. I requested them to wait for Amnesty Scheme 2019, but they are adamant, even though i am complying to process but only under Amnesty Scheme 2019. 5) When is Maharashtra Amnesty Scheme 2019 due to be launched as Maharashtra Amnesty Ordinance - dated 03 Feb 2019 has been passed , Registration office say it is still not implemented, and they have not received any circular till date. If implemented, where can i get complete details. Also, the main point, does this scheme comply me to pay Stamp Duty in full again under current valuation, or covers Amnesty Scheme 1994 also (as mentioned in Ordinance) and demands only registration fees. 6) Does this scheme complies only waiver of penalty or interests or also Stamp Duty(if paid previously). Please elaborate.
