Jewellery of Mother

My mother died recently due to cardiac arrest as 2 daughters have created a tension scene with me in front of parents at my residence. Mother also over reacted on daughters inappropriate aggressions which lead her to leave for heavenly abode. Daughters asked my father to give all jewellery to put on dead body of my mother. After few minutes of photography, daughters have taken out all jewellery from the dead body and kept in own vanity bag of the eldest daughter. This was witnessed by the society people who were present on the funeral function. Father remained mum to prevent the respect of the family. But while returning from cremation, father called a daughter who has kept these in her bag, to give back all jewellery to him as all these jewellery were bought by him only and no jewellery were owned by mother from her parents. But even after 15 days from cremation, daughters have not returned the jewellery to my father, rather 3 of the daughters have argued with the father and shown many disrespect to him. Pls suggest the way-out so that all jewellery can be brought back to my father as a token of memories of my mother. Pls revert with your legal advice.
