Cash and gold assets of deceased distributed against the will

My deceased father left an unregistered will that states I and my brother will inherit his apartment flat after the demise of my mother. My mother who is alive wants to not honour his will but instead wants my 2 sisters to also be beneficiary to the property. My father also had bank fixed deposits with my mother being joint holder on those FDs. After my father's demise, my mother has liquidated those FDs and parted about 50pct of the total cash assets to my 2 sisters and has the other 50pxt in her name. My mother never earned any money during her life and was never employed.. My father has stated in his will about how his cash assets should be distributed in percentages to each of his 4 children. Also his will stated that his gold assets be accessed from his safety locker at bank in presence of his eldest son. I am eldest son but my mother emptied the locker in my absence and has distributed he gold between my sisters. Is there a criminal action committed by my mother for distributing assets against a will? Is my mother allowed to distribute cash to my sisters and herself against the will? What is my legal recourse here? Dies this merit a criminal or civilian litigation? Thanks
