Property NA and Gift deed

I have below queries , please assist. State uttar-pradesh( Gyanpur road ) 1. Total Plot Land size : 126*440 sq ft ( 55440 sq ft ) which has 4 parts ( 4 owners ) and mutually we all 4 brothers ( of my father ) are agreed upon agreement about equal part distribution i.e, 30*440 each brother will have. 2. Ancestral property : currently name of my father ( approx size : 30*450 = 13500 sqft ). 3. If he will gift half of the plot size to me as a gift deed ( 6750 approx sq ft ) will it be still a Agriculture land ( what is the maximum size of any plot to come under Agriculture land or if we divide it into 3 part then each one will have less than 5000 sq ft then will it automatically comes under NA land ?). 4. What is the procedure to make Agriculture land to NA ( as we all 4 brothers have not done any partitions officially however an internal agreement created and mutual understanding and land papers which state equal distribution of Land ie., 1/4 to each one brother. Do we really required to do partitioning or we all together can opt for NA from agriculture land ? ). 5. We want to sell the land by creating road and plotting. If we do not do the Land conversion what and still sell the plots , what are the issue / challenges we can face ? ) Please assist.
