Mutation

Sir/Madam, I have purchased a resale flat (West Bengal Housing Board) from a seller. This flat is a co-operative society flat. Seller has given all documents including NOC signed by Chairman of the said co-operative society. Registration of the said flat has already done. After that, I have applied for getting Mutation certificate of the flat owned by me. While possessing for Mutation, concerned Municipality has asked to submit Resolution paper passed by the said co-operative society. Without Resolution paper, Mutation job cannot be done. Actually resolution paper required to be obtained from society by the seller before selling the flat. But seller never told me the fact because I had no idea about the Resolution, which is necessary for the Mutation. In this context, I want to add some points about the said co-operative society i.e., this co-operative society is not an active society. Except Chairman, no members have attended any meeting last few years. At the time of registration, Chairman has only signed on the registration paper. Now I am in great trouble. Because under West Bengal Co-Operative Act., without resolution of the said society I am unable to get the Mutation. Kindly suggest what should I do? kind regards
