Harrasment by unregistered society members

Hi, I purchased a flat in 2013 in Goa and a residence association (maintenance-only) was formed by members/ owners in March 2015. All flat are on freehold and everyone has a sales deed with the builder (no co-operative) Many issues arose related to daily/short term rentals and sinking fund , which were resolved as follows: 1) Daily/short term rentals allowed 2) Members to pay Rs 10,000 one time as sinking fund contribution ( which I initially opposed but later agreed) I started giving my flat on daily rentals for next few years ( around 3 years). I took extreme precaution that renters do not create any issues for the residents and other owners. There was absolutely no major issue reported for my renters ( although there were some instances for other flats given on 11 month lease). One of the committee member even applauded me for managing it so well. The association functioned for around 3 years and beginning 2018 suddenly started creating issues. They opposed daily rentals and objected to local Panchayat against granting NOC. This objection was raised without conducting proper meeting with all the owners, knowing many will not agree. When asked /questioned about this and setting up a meeting, the committee simply ignored. Annual meeting was held in April 2018 but issues remained unresolved. The committee agreed to hold another meeting in few days but was never setup. They intentionally refused to meet. Builder also got involved and suggested to hold a meeting, but the committee members ignored him as well. After paying monthly maintenance for 3+ years on time, I stopped paying maintenance from April onwards. The issues continued and I left the residence association end of June. I also told them I'll not use their services except water and electricity (common areas ) for which I'll pay. Also asked them to return Rs 10,000 I had paid since I am no longer member. The committee stopped access to common facilities like Gym and common tap ( car wash) and the security/watchman services ( opening gates). As per builder and my lawyer, they cannot stop access to the gym and common tap. The committee not only refused to pay back my Rs 10,000 but conitnue to insist that I pay full maintenance although they stopped security services and common facilities. I have sent a legal notice in September informing what they are doing is illegal and that I am willing to pay basic maintenance like water and electricity. There was no response from them. Now, they have stopped elevator service to my floor (4th). Filed a police complaint, PI called us and asked the committee to hold a meeting. They are still not holding the meeting ! Given that they are unregistered association : 1) Can they cut water (common) and electricity ( direct connection ) to my flat? 2) Can they file legal suit against me? (as per my lawyer, they don't have legal base as they are unregistered society )
