Land acquisition by PWD

Dear sir.. I brought a 28 decimal of land in jan 2015 after verifying/ searching the details and status of land with nearest govt land office on 10 rs court fee paper duly signed and stamp by land Reform officer. The land was mutated in july 2015 in my name. I paid taxes time to time. In 2016 we were notified by PWD that 18 decimal of land will be acquired by NHAI for national highway extension purpose. Later on in may 2018 , we came to know that RO has sent report that the land in my possession is a vested land. Due to this there was delay in payment of land acquired by NHAI. Now we went to district land office for further verification and came to know cheque allotted to me for acquired land was returned back saying that Revenue officer has listed this as vested land. Kindly advise how to deal with such situation as we posses all valid documents like sale deeds, incumbrance certificate, mutation extract, land tax bill, searching letter prior buying and detail of previous owner.
