Offer letter Cancellation

We are into manufacturing industry we have given offer letter to stores in charge post on 16.10.2018 and he given date of joining of 22.11.2018. all the matter find but in between 16.10.2018 to 22.11.2018 on 31.10.2018 he came to our company for taking the handover of the store from the existing stores in charge for the half day, but the problem is on 30.10.2018 only that existing stores in charge relived, so we told to new candidate already existing stores in charge left on 30.10.2018 so you just observe the store and give us the feed back but ultimately his way of feed back about stores and company like complaints about the company. Management is not satisfied about his feedback and management told me to cancel the his offer letter, i called the candidate on 02.11.2018 and informed orally not to join with our company. But the candidate came with his wife on 03.11.2018 made some issues in company like, i have a offer letter how can you cancell the offer and already i have resigned my current company also they have accepted to relieve me, now where should i go to survive my family ctc, ctc,. Finally management thought as humanity base and told him to jion on same date any way we dont likes him but unfortunately we are hiring him. Now he started drama and sent mail like i will be joining on 01.12.2018. My question is if he not joined on 22.11.2018 what is the legal option that i can cancelled his offer letter. Kindly tell me the procedure and formats.
