Divorce Deed

My brother lives in Canada and got married in India last year in the month of October. They have not spent anytime together and she has not even been to our home. After obtaining the Marriage Certificate, he traveled back to Canada and started collecting documents for my sister-in-law's Permanent Residency. However, in the due process, my sister-in-law decided to not continue the marriage and seeked Divorce by mutual consent. For this they suggested to get a divorce deed notarised in India before the period of 1 year from the date of marriage elapses. They wanted my brother to come and just sign the divorce deed when he plans to travel to India in the month of October to file a Divorce petition. My Question is: 1. Can a divorce deed be signed by one party in India and the other Party in Canada. If yes, what would be process so that the documents hold up in law. (Probably at the Indian Consulate or Indian Embassy in Canada) 2. Can we just ask for affidavit that my sister-in-law would like to get divorce by mutual consent and they would not initiate any other legal proceedings in regards to this matter. If yes, what should be the course of action if they do not provide us with such affidavit. (p.s. We have a doubt on their intentions) 3. I want my brothers trip to India to be as short as one or two days that are required for filing a petition. Can he give a Power of Attorney to my uncle in India to be present for collection of Divorce decree.
