Does Benefits extended to Permanent employees of PSU are made available to contractual employees?

Background 1) Special concessions/incentives are provisioned by Government of India to Central Government Employees working in Kashmir Valley in attached / subordinate offices or PSU’s falling under the control of Central Government. The Latest Office Memorandum of DoPT, Ministry of Personnel, Public Grievances & Pensions in lieu thereof was released vide O.M. No.18016/1/2016-Estt.(L) dated 11.08.2016. 2) I was being instructed by my present employer to be stationed at Srinagar from May to October Months in a calendar year as per the schedule of the J&K Secretariat 3) My Present Employer is a wholly owned subsidiary of Navratna PSU under MoP, GOI 4) My employment with my present employer is purely contractual for a period of 3 years 5) Since I have been attached with the schedule of J&K Secretariat for a temporary duty extended to 6 months, I presume that I'am admissible for the Allowances as per the DoPT OM No refereed above 6) I have raised the concern a/w request for providing DA and messing facility as per DoPT OM to HRD of my employer several times, since 01.08.2017 followed by various reminders but have not got any revert. 7) Upon several follow up's on telephone it has been learnt that since I'am not a permanent employee I'am ceased to get this special concession/ facility. Question: Please guide me whether these special concessions available to Permanent Employees of a PSU made available to Contractual employees?
