Sworn affidavits - countersign - reg

One of my cousin sister(unmarried) named Julie aged around 45 (resident of Coonoor) was dependant on her mother, who was receiving her family pension in railways (after death of Julie's father, who was a railway employee). Now her mother also expired and family pension is stopped right now. Claiming the same, request was given to the concerned Railway Authorities, who in turn advised to produce the following affidavits. 1.Sworn affidavit to be given by Miss Julie that she was depandant on her mother 2.Dependancy certificate. Though, it was produced and given by NOTARY PUBLIC, railways reject the same telling that it should be obtained by Judicial Magistrate. When, we approached Judicial Magistrate office (Coonoor), it was denied that there are some court orders that Judicial Magistrate should not issue the same. But railways want it through Judicial Magistrate only for processing the family pension request. It is kindly obliged to provide if there are any orders showing that NOTARY PUBLIC can countersign sworn affidavits, or some Schedule of Powers that both NOTARY PUBLIC and JUDICIAL MAGISTRATE are possessing equal powers for issuing the same. Kind advise is prayed for the above circumstances at the earliest please
