Leaving an Arranged Marriage

I would like to find out if my niece is entitled to an annulment. She married in 2014, and within three months complained that her new husband did not have marital relations. She complained to the husband, to his family, and to her family. However, all pressured her to stay. She recently discovered that the reason for lack of sexual relations is that he has a medical condition that makes him impotent. Although they have consummated the marriage, they have rarely if ever had sexual intercourse due to his medical condition (which he did not disclose prior to marriage). Her family home is in Chandigarh. She resides with husband and in-laws in Nagpur. They married in Nagpur. They have no property together or children. They both work and she keeps all her earnings. The in-laws do have her passport and wedding gold in a safe deposit box, and they do control her (requiring her to be home by 9pm and not allowing her to speak freely). Can she get an annulment? If not, can she get a divorce? They have just separated this month. When and where can she file for divorce? Does she have to wait a year to file? Can she file in Chandigarh or does she have to file in Nagpur? On what basis would she file, since the marriage is ending due to impotence? What if the husband does not consent?
