Wilful Harasement,defamation and misusing official capacity

Sir I am working in Central Govt(PSU) Organisation since from 29 years. During 2007 my subordinate had manhandled /abuse on me and I had given complaint on him. But no action has been taken till date even though he agrees his fault . When I had asked action taken report through RTI, Management starts victimising me like non sanctioning of leave,degrading and also threatening of life by other subordinates in 3to 4 occasions.. During 2015 one of my colleague has attacked on me and I had filed the case on him at HR and also courts of Law. Since from last 10Years there is no action by HR. i had given representation to higher authority in line as per official procedure. DC has given order to SP and Head of my department to give appropriate protection to me at workplace. Instead of giving protection a warning letter is issued on me that I had approached to third agency or higher authority against Conduct rules. So I had given notice to give permission to file Criminal case for dereliction of duties and wilful harassment against head of the Department as individual.All evidence regarding this I had obtained through RTI. Please guide me,What are the evidence is required.
