Harasment at work place but owner informed but not taking any act

Sir I am working in a private hospital which is more than 20 years old,I was hired to empanel the hospital with govt insurance schemes and private insurance companies.The Hospital do not have qualified nurses either they are 10 the std fail or pass, only one lady who have completed Auxilliar and midwifery course but not registered with nurising council of india.The hospital do not have infrastucture required like in todays health care industry.The owner is the only dr practicing medicine and 65 years old, son is also dr but works in govt hospital but visits when there are more patients.some surgeons come only on call.one person is working since 30 years who failed 10th std ten times and some how cleared it. He behavies rudely with other & takes commision when any purchase is made. Even the owner is aware but still does not take any action.He got angry one day as most of the staff are against changing system like bio metric attendance or new hr policies or health care protocals they are comfortable in the present invironment as the work is very less we can see needles or saline bottles fallen here and there. even after informing multiple times no one is bothers.He kicked me when I was sitting out side the hospital . I have come here through my friends reference who is friend of owner son.My friend said he will speak with him and asked one of his person to contact in the mean time owner son got misunderstood and threatened me to hit.Another old staff tried to theft which Iprevented so he provoked one of the muslim patient and they also fought with me.In the mean time I did nt come to office and owner called me and assured all help.Now even other two staff one is a brother who is a transgender and one sweeper also argued with me.I have given writen complaint saying to take action on the person who is working since 30 years( since when he was 14 years old ) owner still did not tell me that what action he has taken on him.Many times he has beaten other staff in the past.. I would like to know how to handle this situation. if owner did not take any action I am planning to complaint district commissioner/labour commisioner etc as we are paid below mimium wages, no holiday on festivals and no casual leave or privilege leave. If one day we remain absent that one day payment will get cut.If I complain to such authorities do I loose my job.One govt scheme we got but by giving certificates of some hired staff who are working in other hosptals and showing fake data.This scheme is given with the approval of district health officer, commissioner, CEO of the govt schemes etc so I am thiking of approaching them incase no complain is taken on the old staff. Please suggest
