Transplanting of trees without obtaining PMC permission

Respected Sir, Ours is an exclusive a housing condominium with 235 flats built for exclusive stay of Senior Citizens in Pune and our condominium is aged 10 years. Average age of the seniors staying is 72 years. May be around 8 years back, FOUR GULMOHAR SAPLINGS were planted over the underground water storage tank by the developer. Since their roots were running deep into water storage tank and thus contaminating, the trees, were removed and transplanted in our own premises. However, the aspect of obtaining permission was inadvertently overlooked. On a fake complaint [ no name and address, and the mobile no with only 9 digits and not contactable] received by the tree authority, Based ib tge Panchnama was taken and a notice seeking explanation was asked. A reply was given narrating the fact that on account of these trees positioning over the underground water storage tank, is causing health issues to SENIOR CITIZENS and therefore were to be transplanted in our premises by the Garden Maintenance Contractor. The notice is served in the name of the President [EX] . These transplanted trees have not shown much progress in growth though enough care is being taken, perhaps due to less rootagae, since the standing of the trees above the sump is aroung one foot. There after, Eight Gulmohar trees were purchased from nursery and planted and they are all flourishing and branching out. In addition to that, 12 native trees were purchased from a nursery and planted in a nearby garden and they too are well set and growing. Sir, I request you to inform that all is done in good faith and taking all senior citizen community's welfare into account. No damage intended to trees. Not removed for any commercial gains nor for any self-interest. Even with permission, the growth of the transplanted trees would be the same. The notice says as " Cutting trees illegally'.... Trees have not been cut, but have been transplanted. Considering the above facts of the case, I request you to guide me: 1. how serious it is going to be? 2. I being the then president told the contractor my intention of removing and transplanting, but it was done without his even referring to permission from some authority. 3. I am also a senior citizen and this is worrying and sapping my energy? 4. what is the worst I can expect. 5. Please guide-- Regards and thanks
