Medical leave

My wife is working in a nationalised bank as Manager. She had undergone treatment after a major operation and being anaemic, back pain and severe bleeding due to some gynaecology reasons, the doctor advised her to take rest for 6 months to recover to good health, as her nature of job is hectic which can worsen her health condition if not given full rest. When she applied for sabbatical leave for 6 months, the bank has asked her to present in front of a medical board constituted by govt. Doctors for this purpose. The bank asked the medical board to check her medical records to check genuineness of her medical case and to evaluate whether she needs 6 months rest. This medical board was formed after two months from her sabbatical leave application. The medical board later submitted the report to bank saying that she doesn't need to take rest and is not required 6 months leave. Note that the medical board has neither did any test other than the ultrasound scan, in that they found two big fibroids too, nor ruled out any possibility of no anaemia and back pain etc. Since I know she is really weak, and need rest, i suspect why and how the medical board has said the other way, by which bank rejected her application. I strongly suspect her higher officer's role in getting the medical report written in their favour. I am suspecting because this officer is not in good terms with her, and he has taken personal interest to get this medical board formed, and get this done. I need legal advice in checking my understanding correct, that how a medical board can challenge or nullify another registered doctor's recommendation without valid evidence. Please advice. I need justice as her condition is really weak, and she needs rest. Regards
