Builder erected 11KV electricity pole on my plot (15 ft inside).

Sir, There is a builder who is constructing some township next to my plot. He has taken an 11KV private line for electricity and erected poles to his township via a road (40 ft) next to our plot. One of these poles is planted 15 feet inside my plot. As our plot in on the road he is giving excuses that this road in going to expand to (80 ft) in future by Nagpur Improvement Trust (NIT) and ultimately you will have to give up your land. He says I have planted the pole as per NIT and is not willing to remove it. We have given application for removal/shifting of this pole in MSEDCL as well as local Gram Panchayat office, both have assured us in removing the pole (this was more than 1 month back) but sadly no action have been taken on it by either of them. Kindly guide me, can we remove the pole ourselves, will there be any legal action against us in doing so. Although the pole is in one plot the line will be stretched across other plots next to mine as well which being a high tension line will cause problems. We were not intimated by the builder nor any notice was issued to us by anyone before the pole was erected. I also went to the police station to file and FIR, where the PSI called up the MSEDCL guy and asked him to remove the pole to which he agreed (no FIR was filed)...... Hope someone will reply to this :( .. plz guide.
