Accident of my Car with motercycle

Hi, Recently i met with an accident (car) with a 2 wheeler (M scooter) and visited the nearest PS to register a compliant. To my surprise i was told that the bigger vehicle is always registered at fault and the lighter vehicle as the victim, without any investigation. Incident: As one side of two way road was closed all the traffic was on single road. It was rush hour and my speed was not more than 10-15 km. As I was a few meters from the end of road which ended on a circle suddenly i saw a speeding moter cycle at high speed coming from opposite direction . Either he was talking to someone on mobile in his helmet or he was unaware of single road. . I did understand the situation, honked and took extreme left down the road and stopped my vehicle. The biker could not control his vehicle and damper on my car damaging the entire right front portion. I got down and to my fortune he suffered minor injuries.I informed the cops who sent the rider for first aid. Both our vehicles were taken into police post. I did took pics which clearly show that my car is at the extreme end of the road on left side and the moter cycle from opposite direction came extremely right and hit my car. Next day when I visited the police I was told that the rider had a little ligment problem and the doctor told him to take one week rest. Thou to my surprise police informed me that the case will be registered against me as i was driving a 4 wheeler. The rider got himself discharged from govt hospital and got himself admitted into a Ayruvedic hospital and got a plaster on his legs. Now he is demanding money around 30k. Is it true that in any road accident the bigger vehicle is at fault irrespective of who are at fault? Does this give liberty for the 2 wheeler drivers to drive rashly/carelessly and some one else take the guilt. This clause may have been incorporated ages back... but today we have the fastest 2 wheelers on road with a high CC compared to 4 wheeler s. How is this justified? Does this mean that all those who drive bigger vehicles always at fault. If this true, let me know how i can challenge this clause in court of law.? In case of a FIR can I be arrested. I strongly suggest that bigger vehicle is not always at fault. this gives undue advantage. who will investigate what the real cause was. To what extent is it right demanding compensation.
