Advice on this situation and suitable sections to file a case

Good day, all, This is swami from India, I have applied for a PhD programme at National Institute of Physics, the University of the Philippines Diliman on 28th Aug 2016, as for the guidelines, which I got from the College of Science graduation office (guidelines are attached below). On 9th Sep 2016, I have received an email from the office of the Assoc. Dean for academic affairs, College of science, saying that my application has received by them and results will be published in the month of Dec 2016. After about two months on 7th Nov 2016, they asked me to submit the following documents. 1) Application letter addressed to the Dean of the college of science. 2) Official transcripts of the undergraduate’s records (already sent on 28th Aug 2016) 3) 2 recommendation letters (already sent on 28th Aug 2016) 4) TOEFL or IELTS score or English instruction certificate (already sent on 28th Aug 2016) As for their instruction, once again, I have sent the above 3 certificates on 11th Nov 2016 and 2 recommendation letters sent by my former professors. Then I waited until the month of Dec 2016, still there was no clue of my admission status or results, I was keeping on sending emails to them, but I never get a reply from them. After the Christmas holidays, I got a reply from them saying that my papers are still with the NIP, then I don’t know whom I have to contact in NIP, the NIP website was shut for more than a month. I can’t get their contact details, so somehow I contacted a PhD student trough Facebook, by luck, his guide is the new admission chair of the NIP, here the saddest part is, the admission chair doesn’t even know that I applied for the PhD programme. I kept on asking him to follow up my papers and then he blocked me on the Facebook. Then I lost the contact with NIP, I got a second chance to contact them through CMPL superconductivity fb page, I really begged them to follow up my papers, she/ he found that my papers have been lost by past admission chair, I was totally shocked. They advised me to contact Dr Ian Vega and they gave email id of him. I have contacted Dr Vega, but he said that he asked past admission chair to forward the papers, which are already lost by past admission chair, I waited for a few days, but there was no reply from him, then I sent all the scanned copies of my documents to Dr Vega. He was asking me for IELTS or TOEFL score, but as for the instruction given by the graduation office, I have sent each and every document. And I explained to them. Then I waited about 2 weeks to get my papers evaluated, but, there was no reply either from the graduation office or from the NIP admission chair. I literally begged a graduate student to go and enquire about my admission status, but their reply was same “just wait”. After 5 days suddenly I got a mail from the graduation office saying that my admission declined due to the following reasons. 1) Proof of the financial support I have already mentioned in application form stating that, if university fails to support financially, I could able to sustain by myself. Even after agreed upon that, my application has been declined!! 2) The official certificate of a NIP faculty to accept you in the lab They have the rules that after the first year of my PhD, based on my grades they will give the PhD guide. How can I get a PhD guide before admission, yes I have contacted Prof V Sarmago, but he told me to get admission first before acceptance. 3) Results of Physics GRE exam When did they said that I need to submit my Physics GRE Score? I have attached the guidelines given by the graduation office for the PhD program, please check each and every one. It took 6 months to evaluate my papers and in the 6 months of the evaluation process, they never asked me about the GRE score. Suddenly asking for something which is not mentioned in the admission guidelines totally unfair and seems fraudulent and nobody asked me about it, when I submitted my application, they asked me for 4 documents and I have sent them immediately. After a long time of waiting, is this the result I expect? If the Philippines top university will be like this, then what about the other universities. They never responded to my emails, I have to beg somebody to go there and enquire the status of my application. Finally, they declined my admission with a document, which is not mentioned in the guidelines. My energy, time and money everything is gone in a single moment and I totally depressed by this Institute action, and they feel nothing about me. My half of the academic year has been wasted because of them. Don’t they have human values? Let’s show our voice to the Universities across the globe, who do scams like this. Now I demand justice!
