Penalty Change on Registration process fees

Dear Sir I ( 2nd Buyer ) have purchased a flat ( 530 Sq.ft) & government stamp duty ( 61000/- ) Registration process ( 12200/- ) Considering 24 year old building 20% depreciation paid as per current Govt. Rate 2875/- per sq.ft.our mutual Understanding - Negotiable Amount decided Rs.11Lac. Amount Paid 1050000/- by Cheque to Seller ( 1st Buyer) & 50,000/- Paid for long pending Society Maintainance , Society Transfer fees , Gram Panchayat Taxes , Pending MSEB electricity Bills. Registered Documents on 02/01/2017 at Sub Registrar , Office , Shahapur Dist - Thane , Maharashtra During Registration Process as per Stamp Vendor / Subregistrar alongwith Seller (1st Buyer ) & also LandOwner & Builder ( 1st Seller ) were undergo registration process ( Web photo / Signed / ID proof attached) in Document as Confirming Party As on 28May1992 a Sale Agreement between Builder & Landowner 1st Seller - 1st Buyer (now Seller ) prepared by paying stamp duty (1380/-) but Registration fees & process they ( 1st Seller & 1St Buyer ) forgot to follow. Need your Advice on 1) Whether The Penalty Charge on forgotten Registration Fees & Process from that time 28/may/1992 is applicable as per Govt.Maharashtra .? 2) If Yes,How Much Amount Value ? 3) Any Taxes for Builder / Landowner Incurred in this Transactions as he signed documents undergo registration process as Confirming Party & We Myself buyer & Seller ( 1St buyer ) didn't paid him for this registration 4) If yes How much amount ?
