According to Section 2(m) of Indian Factories Act, Factory means "any premises including the precincts Thereof

i. Whereon ten or more workers are working, or were working on any day of the preceding 12 months and in any part of which is manufacturing process is being carried on with the aid of power as is ordinarily so carried on; or

ii. Whereon twenty or more workers are working or were working on any of the preceding 12 months and in any part of which a manufacturing process is being carried on without the aid of power pr is ordinarily so carried on.

Act applies to regulate labour in factories and condition INVOLVING HAZARDOUS PROCESSES, township has nothing to do with it.

For any mishap due to fall of quarter`s ceiling, employer is liable under Indian Penal Code.

Complain to labor ministry or appeal to labor commissioner for ordering repairs.

The official residence of the power plant is not covered under the Factories Act

Sir the township is not under the factories act write a letter to concerned authority for repaid of the residence citing the danger and ask for immediate action.

It will not come under factories act however safety of residents in the vicinity of the said thermal plant if a primary concern.

This matter may be taken up through local civic body or through court of law if the factory management is paying heed to this.
