I am planning to buy a property in resale. I wanted to do title search and issue public notice in news paper. My question is for issuing public notice in news paper, it is mandatory to be issued by advocate? Can a buyer issue this directly in news paper which will have same legal validaity? Also, should this notice be issues after agreement for sale is done or before getting into the agreement? Thanls

yes it will have same legal validity advocate just act as an representative of the buyer so buyer as party can issue a notice.
before getting into any agreement as after agreement buyer is bound by the condition of agreement. So before entering into agreement do title search, public notice of 15 days can be given in newspaper after that agreement can be registered.

Yes the buyer can issue the same directly in the newspaper.
I advise you to do the same before doing the agreement to sell, or put a clause in the agreement to sell that if there is any dispute in the title then the seller is liable to refund the deposit.

It should be done before entering into the contract because if somebody anters in the contract pay some amount also then some one else would come up from the public and say has some objection then that amount has gone for sure.

Answer: This has to be done before getting into an agreement, promptly. Then after 30 days, when nobody claims, then execute and register the document.
The buyer who is desirous of buying the property, in order to exercise abundant caution, may get a public notice published in respect of the property proposed to buy, it is not mandatory that the notice has to be served/published through an advocate only.
It is always better that the public notice may be issued at least 15 days prior to entering into the sale agreement, to be doubly confirmed about the objections, if any, from any quarter.
