Harassment by Councilor of Municipality
Dear Sir, My wife is State Govt Employee. She is working as Principal in State Govt School since last 3 Yrs. everything was going well. As she was appointed by State Govt on merit, promoted from Asst Teacher to Principal in school. Old Principal was degraded and set back as teacher. Due to this they are flustered and started abusing her and not supporting in any school work in-fact they made some group of teacher and started not to support her any case. All the teachers in school are women employees. All groups has stated opposing her in different case, In hierarchy there is one co-ordinator (CRC) for group of school has also been involved in this activity by that group of teachers. And stared mental harassment to her by call her at other office and making her demoralized by scolding her in many case that she is not doing work properly not supporting teachers etc. Then we complied to District Education officer (DEO) level but no action has been taken to CRC.Once upon instruction of CRC my wife has issued SCN to one of the Teacher from that group for non-attainment of Present of students in her class, out of 35 student only 20 students were coming to school. In reply of that SCN teacher made complain to DEO. DEO has immediately taken action and sent one investigation team to school and so on. In reply of that lady teacher made lots of falls complain about my wife activities. After investigation from DEO it has been proved that my wife has not done anything wrong and officer form DEO has warned group of teachers not to do such things again in future.Due to this that Group of Teachers has approached to Councilor of Municipality and prepared plan to make my wife harass in as possible manner so that my wife must quite the job. Councilor has made RTI Application to School for certain details of last two years. Meanwhile councilor met my wife in school and asks her to submit required details and so on. Also he has spread news that my wife is characterless and he is having her video clippings, photos etc.he met me in my office and asked settlement for not to disclose that video clippings, photos etc. I denied that things and told him to get out of my office. In response of this he made police complain that to withdraw RTI else I will kill him etc. But due to my reputation police didn’t reacted much they just made inquiry and closed the matter.As per RTI Act my wife prepared a letter and served to him for inspection of records to school as records were in huge quantity. But he didn’t come for the same. He made Appeal to RTI authority that My wife has not given RTI information to her with-in the time limit as per RTI Act. This activities are being carried out by him since year. Please let us know proper course of action against Councilor, CRS,One of the Teacher. We are from reputed family so didn't made any.

In spite of all this Councilor has not stopped his activities of Harassment he made application to District collector, District Development officer that DEO and my wife are providing Information of his RTI application. Due his Political approach he is acting and harassing my wife. To show Political sound ness Councilor is frequently visiting schools to harass her. Every alternate day he comes in-front of school gate, visiting parent house and encourage them against my wife and spreading news about characterless ness of my wife. Many of the times he stops my wife on the Road and tells her that she must leave this Principal post else they will not let her go etc. Almost a year has passed after Councilor’s RTI application and no action has been taken against her from any of the offices so that Councilor again visited last month along with his friend and his friend ask my wife that what is the problem why you both are not making settlement ! etc. Than after few weeks Councilor’s Friend has made one more RTI application against my wife’s personal leave on such and such date etc he personally visited school and told that Councilor has told him to do application so he made also told that just give me this information as RTI I will tear that I don’t need it. Than my wife told if so why are you asking the same? Than in turns he didn’t gave application. But after a week RTI Application sent by Registered Post to school. On receipt of such application my wife gave reply to RTI. After receipt of reply councilor’s friend again came to school and told that you have not gave reply and finally he accepted that he received reply but he is not satisfied and will make appeal. Councilor frequently sends Whatsapp massages to my wife mobile. Also says in Public that she must have to vacant this place until than he is not going to stop his activities. Now my question is what is the action can be taken against Councilor, his friend, CRC and one of the Teacher who made falls complain. Being from reputed family we do not want to go in to public so we have not made any complain to Women protection, or any were else. But now it’s out of our tolerance limit. Please let us know proper course of action.

You need evidence of his constant efforts at maligning wife reputation by spreading rumours that she is characterless , of publishing her video clips etc
Then only file police complaint against him
Defaming your wife as characterless is a punishable offence .. She can make a police complaint under section 354 ipc... If the police is not taking action against councillor , she can file complaint directly in the court ..
You can file an FIR and report the same to the police.
Also you can send a copy of the complaint to the SSP and SP
Alternatively you can make the complaint to the politician of the local area.
Apart from last two proper way to fight is filing of the police complaint.

When there arises a problem to any single person who has been targeted by the affected lot, they may to many extent to ensure that this victim suffers at all stage and by all means.
The only legal solution to this is to record all such incidences and make a representation to the higher authorities with the evidences of the incidences of constant tortures by the the group of dissatisfied and grumbling nature people.
Your wife, if not able to tolerate the pressure, can seek a transfer to some other place instead of toiling under mental pressures which may even lead to depression and other medical complications. .
If the tortures are not stopping or intolerable your wife has to initiate legal action agaisnt the cheap elements.
She can prefer police complaint under prevention of women harassment act,
She may make representation to the top district education officers alongwith the evidences for the harassments and tortures meted out to her.
Keeping quite or remaining silent will not in any way going to help her in any manner hence to survive she should approach legally to this issue.
