Sir, As far as i have understood, that PF needs to be paid, and let me also quote a realistic matter. The salary for the employee for the entire month was not paid, as the employee was continuously absent for a month, but with intimation and approval. The PF - employees & employers contribution both needs to be paid in such case ? Can you please as well cite a reference section or a case citation which clearly states the same?
If it is absent without permission and if the department treats this as unauthorised absence, then if not regularised at a later stage, this can be treated as dies non or leave without pay or loss of pay.
Then there is no question of any payment or salary for that unauthorised leave period.
